Communication strategist Odhiambo Otieno has criticised the Independent Policing Oversight Authority (IPOA) over its silence following the death of 19-year-old boda boda rider Eric Otieno.
Shortly after his release from Muthaiga Police Station, questions have emerged whether the police watchdog is carrying out its oversight mandate.
Speaking during an interview on Spice FM on Thursday, Otieno said IPOA should have addressed the matter by now, warning that continued silence encourages impunity within the police service.
"IPOA's duty is to oversee the police. Why is it that they have not said anything about the allegations surrounding the death of a person in police custody? What explains the silence? Are they trying to protect the police? What other business should they be involved in if not police oversight?" he posed.
He noted three days after the incident, IPOA was yet to issue a substantive statement or assure the public that investigations were underway.
"If you remain silent or appear to condone such actions, they will continue," he said.
Otieno also criticised Interior Cabinet Secretary Kipchumba Murkomen, accusing him of failing to provide leadership on police accountability.
