By 8am on any given day, Silverline Hotel in Eldoret City is already busy.

Steam rises from massive aluminium kettles into the crisp morning air, as waiters move between tables serving glasses of hot spiced tea and plates of mandazi.

The customers are not there only for breakfast or evening tea. Around the tables, animated conversations move between politics, business and everyday life, with politics often taking centre stage.

The crowd cuts across generations — political operatives, elders, business owners, young people and ordinary residents. At one table, an elder holds forth on politics. Nearby, a younger group listens and occasionally interrupts. Business people, political operatives and ordinary residents drift in and out, joining conversations that move easily from local affairs to national politics.

This is the daily rhythm at the hotel along Oginga Odinga Street, a short walk from Eldoret's central bus station. For just over Sh30, one can order a cup of spiced tea and mandazi, find a seat and, if armed with an opinion and the stamina to defend it, join the conversation.

For more than two decades, Silverline Hotel has been a meeting place for politicians, elders and ordinary residents, and a familiar stop for those seeking to gauge the mood of the North Rift. This modest hotel courtyard has quietly become one of the region's most influential political spaces — its unofficial parliament, affectionately known among locals as Bunge la Mwananchi, where anyone with an opinion and enough stamina to defend it can take the floor.

Where political fortunes are first tested

They say if you want to know where the North Rift's political wind is blowing, don't start with a rally. Start with a cup of tea at Silverline. Before political fortunes are sealed in boardrooms, and before politicians take their promises to rallies, Parliament or television studios, many are first tested at Silverline's tea tables.

There are no formal invitations, party passes or expensive opinion polls here. A cup of spiced tea and mandazi buys you a seat, and potentially an audience. For just over Sh30, ordinary citizens, aspiring politicians and seasoned power brokers gather to debate, challenge promises and test political ideas and messages against the instincts of the voters who matter.

This is where aspiring politicians come to introduce themselves, where promises are challenged, and where politicians come to listen, seek counsel and gauge the mood. Elders offer advice on politics and peace. And, according to regulars, political careers have received their earliest blessings here.

The open-air parliament has been linked to the rise of several prominent politicians and has attracted national leaders seeking to read the region's political temperature. Now, as Kenya heads toward the 2027 General Election, Silverline is more than a popular tea joint. It could be the North Rift's early-warning system for political sentiment, where the people speak first, and power listens.

Mr Julius Tum, the self-declared Speaker of the gathering, says there is no formal membership. Anyone with an opinion and the stamina to defend it can have their say.

"If you want to know which way the political wind is blowing in the Rift, you don't run an expensive poll. Just come to Silverline," he says.

Mr Tum says many politicians who have gone on to serve at county and national level have, at one point, sought the support or counsel of the people who gather at Silverline. Former Uasin Gishu Governor Jackson Mandago and Kapseret MP Oscar Sudi are among the political figures associated with the Silverline circle. President William Ruto too has stopped at the joint during visits to Eldoret, adding to its reputation as a place where leaders come not only to be seen, but to listen.

'Mandago used to drink tea with us'

Mr Benjamin Letting, a local opinion leader and regular at the joint, remembers when Mr Mandago was campaigning to become the first governor of Uasin Gishu. He did not have the money to mount an expensive campaign, Mr Letting says. Instead, he would come to Silverline, sit with the regulars, drink tea and listen to their advice.

"When Mandago wanted to become the first governor of Uasin Gishu, he came here for blessings. Despite the fact that he did not have finances to fund his campaign, he used to drink Sh30 tea with us here as we advised him on how to manoeuvre during his campaign, and finally he was elected," Mr Letting says.

For him, the story illustrates the role Silverline has played in local politics.

But the discussions do not stop at county affairs. National politics is debated just as freely, he says, with prominent opposition leaders and presidents among those who have frequented the establishment over the years, including leaders during the administration of retired President Uhuru Kenyatta and the current administration of President Ruto.

Dr Ruto visited the area three weeks ago after presiding over the passing-out ceremony of KDF recruits at the Eldoret Recruit Training School (RTS).

"You sit at Silverline for two hours. The political climate of this entire region is tested right here, as well as national politics, and that is why President Ruto, when in Eldoret, always makes a stopover here," Mr Letting says.

Where politicians meet voters

For Mr Paul Sengwer, another active member of Bunge la Mwananchi, Silverline's appeal lies in the access it gives politicians to grassroots voters. During election cycles, he says, aspiring Members of Parliament, governors and national party officials often pull up to the hotel to gauge the mood of the electorate.

"In formal offices, you need appointments. At Silverline, you just sit down, order tea and engage directly with local leaders," he says.

Among the current politicians regulars identify as beneficiaries of the Silverline circle are Uasin Gishu Governor Jonathan Bii, Nandi Senator Samson Cherargei, Interior Cabinet Secretary Kipchumba Murkomen, Turbo MP Janet Sitienei and Racecourse MCA Amos, among others. The list, they say, continues.

But the discussions at Silverline are not always quiet. According to Mr Tum, debates can become heated, but people who come to the gathering as goons or attempt to cause trouble are ejected. Members, he says, value peace and harmony.

Mr Biwott, one of the hotel's managers, says political disagreements rarely go beyond the arguments.

"At the end of the day, people share tea and leave as brothers," he says.

A place to test the political mood

Mr Biwott describes Silverline as an information hub for North Rift politics. He says the conversations held there influence how many voters in the region view political developments and leaders.

"Political tides start right on this street. When politicians make promises, the men sitting at Silverline hold them accountable," he says. "If Silverline rejects your message, you might as well pack your bags and go, just the way it has happened to certain politicians who differed with our Bunge la Mwananchi here."

Mr Biwott says the gathering gives politicians an opportunity to engage regardless of their political affiliations. Its reputation has also made it a regular stop for local journalists seeking the views of ordinary residents. Whenever a major political development occurs nationally, he says, reporters often come to Silverline to take the temperature of the public.

"Whenever something happens at national political level, you will see local journalists running to this place to get the views of common mwananchi," he says.

Politics, but also peace

For Mr Letting, Silverline's role extends beyond political debate. The hotel has also become a place where elders and young people meet, he says, with discussions often touching on the importance of maintaining peace before, during and after the 2027 General Election.

That election is increasingly becoming part of the conversations around the tables. Ms Sarah Rono, a hawker along the street, expects political activity at the hotel to increase as politicians begin positioning themselves and alliances take shape.

"As the 2027 General Election beckons, we expect more political movements to be launched on these grounds, with several political alignments," she says.

Silverline was founded more than 20 years ago by the late Benjamin Kiplimo and has remained an icon of Eldoret. There is little about the hotel itself to suggest the political importance it has acquired. There are the aluminium kettles, the tea, the mandazi and a paved courtyard where people gather each morning. But over the years, the place has developed into an informal meeting ground where politicians can sit alongside the people whose votes they seek, while ordinary residents get an opportunity to question, advise and challenge them.

As 2027 approaches, the political traffic is expected to increase. For now, however, Silverline remains what it has been for more than two decades — a place where Eldoret's political conversations begin early, arguments are freely exchanged and, sooner or later, someone orders another cup of tea.
