There is finally light at the end of the tunnel for some 34,000 teachers who have waited for promotions for several years. The long anxiety is over as the Teachers Service Commission (TSC) has already advertised the countrywide promotion vacancies.
The TSC has also released the new guidelines to govern the teachers’ promotions during the 2026/2027 financial year. To ensure fairness, not more than two thirds of those to be promoted will be of the same gender. However, age and academic qualifications will determine the promotions. The new system is meant to reward the would-be recipients’ length of service and academic qualifications.
There are 34,016 confirmed promotion vacancies for teachers in public primary and secondary schools and teacher training colleges. All the applications will be processed through the new Teacher Performance Appraisal Development System to ensure that all those who qualify get promoted. An applicant must have served for at least three years in his or her current grade.
However, the final selection will be based on the interview scores, subject to a few considerations, including the gender representation, regional diversity and the inclusion of persons with disabilities. Teachers who have remained in the same grade for eight years or more stand to benefit.
A teacher’s final position in the promotions will depend on the combined score across all the various categories and not simply performance in just one part of the interview. Of course, the teachers with higher academic qualifications will also get more marks, contributing to the final score.
As the TSC has explained, the scoring framework is intended to promote merit, fairness, transparency and consistency in determining the promotions. Sub-county panels will handle the interviews for the primary school teachers, as the county panels take charge of the post-primary school tutors.
This is a godsend for the teachers who have stagnated in the same positions for many years. A system that ensures fairness in promotions is welcome and should be diligently applied.
