Central, Rift Valley and Nyanza are leading the rollout of President William Ruto’s Sh3.9 billion digital hubs programme, with the three regions accounting for the highest number of completed and functional hubs by the end of the 2025/26 financial year.
A report tabled before the National Assembly Committee on National Government Constituency Development Fund (NG-CDF) shows that Central has 54 completed digital hubs, followed by Rift Valley with 45 and Nyanza with 29.
Eastern, combining the former Upper and Lower Eastern regions, has 24 completed hubs, while Coast has eight and Western seven. Nairobi and North Eastern have five completed hubs.
“The Ministry is progressively operationalising completed Digital Hubs through deployment of ICT equipment, internet connectivity and ICT personnel,” says the report by the State Department for ICT and the Digital Economy.
The figures come as the government races to expand digital infrastructure under its plan to establish 1,450 Digital Hubs, one in every ward.

The programme is part of the Kenya Kwanza administration’s election pledges and is intended to equip young people with digital skills, create opportunities for online work and improve access to government services.
According to the report, 588 Digital Hub sites have so far been allocated across 274 constituencies, supported by a cumulative allocation of Sh3,903,978,508 during the last financial year.
